download.cegit.de is having problems

That is interesting. Thinking that something was wrong on this end, I
just tried a different system, different ISP etc.  -- same thing --
hangs on download of (for example) config.txt.

Using same connection to different web site downloads text file, exe,
zips etc just fine, which eliminates browser or some other client side
set up.

The url I'm trying is

http://download.cegit.de/kde-windows/installer/

and the symptom is it will not download any of the files in that
directory -- likewise emerge which uses wget has the same problem.

What could be causing that?  Given that we're talking about two
different environments showing the same symptom?
