KDE4 release plan / windows port

Hi,

on kde-release-team they're currently discussing the plan to kde4. We 
need to write down all open problems which needs to be fixed until then. 
I think releasing a technology preview for win32 when kde4 is out, would 
be a good goal.

- dbus ?
- kioslaves do not work
- some *_win.cpp files only contain stubs
- path-independend Installation
- improve kdewin installer
- ???
