utimes on windows

Hello
This patch adds the utimes fuction to kdewin32 (at least for MS VC++).
I'm unsure, if this is really needed for mingw or if they have their own
implementation in MSYS. Anyway it's only a one-line change in the header
file.
I have also used the ANSI version of CreateFile, I don't know, whether this
is a problem.
