khelpcenter on win32 ?

Hi,

in kdebase/runtime there is khelpcenter excluded for win32.

if ( NOT WIN32 )
  add_subdirectory(drkonqi)
  add_subdirectory(khelpcenter)
endif ( NOT WIN32 )

Does anyone know if this is because noone has tried to compile 
khelpcenter or are other reasons.

I think that it would good to have khelpcenter running on win32, because 
all applications would benefit from having the documentation available.
