This missing point was - I was wrong because kdepimlibs did not compile
for a long time because of missing hard dependency gpgme-qt (it's
currently developed in gpgme svn, no official release yet, nothing about
this anywhere). Yesterday someone complained about kdepimlibs still not
compileable because of gpgme. I looked into my local repository and
found that I did not checked in the patch to disable gpgme++ / qgpgme.

That's all. I still would prefer to get some informations about
gpgme-qt. gpgme is one of the libs I don't know much about and we've to
use msys to compile it. The problem here is - we can't use msys to
compile gpgme with msvc (which is used once gpgme-qt is mandatory).
