FAQ a bit unclear (Windows Vista HP, KDE 4.0)

The reason I wanted to install KDE4 in the first place is because it says
this on the KDE/cygwin page:

*This project has stopped active development to be free for the native KDE 4
port on Windows.

*To me, that meant to look there instead.
