xmlto binary package available on win32 ?

Hi,

for generating some dbus documentation xmlto is required. Unfortunally I 
haven't found any usable native win32 binary packages (only cygwin 
based). Does anyone know where to get such a binary package or a 
replacement for xmlto  ?
