from http://wiki.kde.org/tiki-index.php?page=KDE4%20Windows%20Port use

install kdelibs

set environment

set KDEDIR=\Programme\kdelibs
set KDEHOME=\Programme\kdelibs\home
set Path=\Programme\kdewin32\bin;\Programme\kdelibs\bin;c:\Programme\kdelibs\lib;\QT\4.1.2\bin;%PATH%
start dcopserver

if kde is installed into the same drive as the source lives.

Christian Ehrlicher had I had investigated some time to find this
problem, but without any real success. See
http://lists.kde.org/?l=kde-windows&m=113278628929162&w=2 for more
informations.
