Okteta Snap

Hola, I've published Okteta to the Snap store so it can be easily installed
by pretty much any Linux distro

It's made on the neon build servers using our Git branches accessible to
any KDE developer.  We'd like to move them into invent.kde.org and main KDE
git branches at some point in the future.
