kcharselect maintainership

Hi,

as agreed with previous maintainer Daniel Laidig, I am taking over 
maintainership for kcharselect. This includes the kcharselect 
application (from former kdeutlils package), as well as the 
kcharselect class in kwidgetsaddons framework.

The default assignee in bugs.kde.org is already changed; if there is 
other stuff that needs to be updated, please notify me.
