[Maniphest] [Created] T1701: Check for available plugins at runtime

TASK DESCRIPTION
  Ark should be able to check at runtime which plugins are actually available at runtime. In particular, if e.g. rar is not installed, we should not offer to the user the ability to create a rar archive, in the CreateDialog.
