You're right, but you blame the messenger. It's a fact that the kmenu is big.
And the menu that debian inserts there is even deeper nested. Bookmark lists
can be even longer.
The K-Menu isn't the same as the "File"-Menu in an application. You're
supposed to find every application with a gui there.
The control center is not a popup menu, but it's still a menu, just with
*fewer* items than in the k-menu. How about the search function there? What's
the fundamental difference?
Or why do we even need a search line in the "configure shortcuts" dialog?
This search line is now ubiquos throughout KDE, so few will be surprised to
see it in the K-Menu.
