Users can drag toolbars around and I always move some to the left in very 
toolbar rich applications.  Qt Designer, for example.
The KWord default settings have a vertical toolbar, for example.

Note that users can drag toolbars to be at the bottom or right of a 
window, or even as a separate window.  Which is saved between sessions.
So its my opinion that the location of a toolbar should be chosen as a 
good default and where that is might have some rules, naturally.

In fact; if you start karbon you will see a toolbar "Tools" appear at the 
top, which would surely look much nicer if it started at the left (or 
even floating).
