This is the corresponding patch to https://git.reviewboard.kde.org/r/109254/

Adds a method to KTp::AbstractMessageFilter called filterOutgoingMessage(), and a method to KTp::MessageProcessor called preprocessMessage().
Hopefully they're sensible names.


This addresses bug 304740.
