GSOC 2012: Message Filtering Plugin System, Proposal First Draft

Thanks a lot for such early reviews.
I will research more on that and respond to mailing list back as soon as
possible.

The only thing is my tests have overlapped the Proposal Application time.
That is i have one tomorrow
This week and the next. But still i will work as much as i can.
