[kde-promo] tasks for Google Code-in

If we want to propose ideas we need someone to mentor them.
Given it's a 13-17 year old doing this, I can't see it being
particularly beneficial and without meaning to sound rude I frankly
can't be bothered.
It doesn't mean that someone else can't volunteer.
