Relicensing code

Hi,

at KDE Telepathy we're using some code from other parts of KDE SC, which is
licensed under GPLv2, but our project policy requires the licence to be
LGPLv2.1+.

Namely it is the code handling qwidget tooltips - classes KToolTip,
KToolTipManager, KToolTipWindow and ToolTipManager -- all the code can be
currently seen at [1].

Since you are all copyright holders, we need your permission to relicence
the code in question. May we please relicence it under LGPLv2.1+?
