File transfer handler

The official git repository for the file transfer handler was activated,
therefore you can now clone it from

    kde:telepathy-filetransfer-handler

I strongly recommend to anyone who is testing it to update to the latest
git version, since it will now popup an overwrite/rename dialog if the
file exists.
