Review request for Telepathy.


Description
-------

Only show tooltips when mouseover is over contacts not groups or account headers. Right now mouse over a header reads the presence and other roles that simply don't exist.

In the future we could possibly show useful group/account information, but right now I'm making a simple fix.

Testing
-------

Tested mouse over contact still works
mouse over header both shows nothing and closes the original contact tooltip.
