It seems so. Neither of it happens. When left clicked it just displays bigger
picture of itself. 
I see kde-telepathy-legacy-presence-applet package is installed and I can't
find any other package with "Presence applet". 

Maybe there is something wrong in kubuntu-ppa/backports. At the same time I
have problems with installing kde-config-telepathy-accounts
(https://bugs.launchpad.net/kubuntu-ppa/+bug/1451728).
