The contact list will also be empty, if KDE has not yet completely finished
starting. I assume that in that stage Nepomuk is running ("ps aux | grep
nepomukstorage" shows a process), but not yet operational.

I suggest that KTP does the following in this case:
1) Inform the user that Nepomuk cannot be contacted at the moment (i.e. via a
non-modal text at the top of the contact list)
2) Continuously retry
3) Display the old contact list as a fallback until Nepomuk answered
