Why cant you route it to the product "artwork" . Shouldn't this be a
requirement generated by KDE IM team? Alerts sounds have various use cases, the
default sound theme is not very good for IM.
The bug i suppose affect KDE IM, but should be fixed in artwork, but artwork
was not very intuitive productname and hence I filed it under KDE IM
