Interestingly when launched from System Settings this minimum size is not
enforced.

It appears that it's fixed to the size of the "General" tab, we should
certainly fix this minimum size. 

I imagine the bug is inside kdelibs code, if this is the case, we should open a
new bug, mark this as blocked by that bug. (Then fix it.)
