Did you look through https://community.kde.org/Get_Involved and in
particular https://community.kde.org/Get_Involved/development ?

If those pages are lacking, I would welcome your help to improve them. Did
you find the help you needed, in the end, to set up Arcanist so you could
easily submit pathches to Phabricator?
