Requirements regarding Developer account applications

Might I suggest that once your student has a few well-done patches
submitted for review, it is the right time to suggest that they apply
for Developer status. Prod them a bit if necessary to get those
patches in well before the end of the bonding period and the beginning
of coding.
In addition, please guide them to add their blogs to the planet
properly and again, get that all working before the beginning of
coding.
If they get into the habit now of good communication and frequent code
submissions, we are well on the way to a summer of success.
