Of course!
(The more you ask, the better. The more help and cooperation you are
able to generate, the better. [I assume you will not be able to gain
help to the level of finding someone who does all the work for you.]

No, not at all. (I assume your project is not about creating icons in
the first place.]
If you are able to field a lot of effective "external" help, it means
a) you are a good team player, b) your project seems to be a very
interesting one, c) your project will be more likely to last beyond
the "SoC 2006" timescale. All these are Good Things To Have (TM) in
KDE/SoC.
