[Kde-scm-interest] Process of moving a project from svn to git

I've now added the repository setup-related parts of the
information into the wiki, cleaned up a good bit:

The checklist of all the steps that go into migrating a
project, including writing rules and updating scripty,
LXR and EBN, still has to be added, though.
