well, actually, most likely it would. the hook would allow
foo-developers through without a question, while kde-developers would
get the blurb. after all, the restricted group still needs the ability
to force a push, and kde-developers is just perfect for that.

for one, nothing is currently being decided. i'm pondering the
feasibility and the (dis-)advantages it would bring, and whether it has
a-priori relevance for the migration (it doesn't, afaict). we don't need
several hundred people to join that discussion at this point.
second, let me read my teapot: i predict that there will be no consensus
- some people will object out of principle, irrespective of practical
concerns. i will also have a few strong supporters. a non-trivial
group will have "concerns", but can be convinced. and the majority will
just not care as long as the system doesn't get in their way too much.
in the end, it will be accepted if someone has the inclination to push
it through. similar things happened before, you know. :)
whatever, i think we can put that matter to a temporary rest unless
somebody has something substantial to add ...
