what you've missed is the teensy-tiny little detail that in order for amarok 
devs to have permissions to manage merge requests, they also had to receive 
email. the recently-added permission bit controlled both of these together.
although now johan's just done away with the email.... so... huh. no email for 
anyone even if they want it.
