You are confusing the -quality list with the people who do quality.kde.org, 
there isn't actually any overlap.

Well, that was a stupid answer if I'd actually looked at the URL you gave. 
Yes, buildstep redirects -- as does managestep, to the anonsvn page. I assume 
you have a good SVN tutorial in there somewhere.
