hello kde-quality project =)

can you please change the page here:

	http://quality.kde.org/develop/cvsguide/buildstep.php

to instead simply point to this page:

	http://techbase.kde.org/Getting_Started/Build/KDE4

so we can avoid confusing people unnecessarily? at the very least, the link to 
developer.kde.org should be adjusted, but it would be nice if we could start 
to coalesce all this information on techbase.
