Better default toolbar setting

Good point.
If artist consensus on a concept is that it can't be reliably represented by 
any icon (for i18n or other reasons), removing the icon from the toolbar 
should be considered (it would be okay in most cases). Failing that, the 
whole toolbar containing the icon should have its text shown.
