This menu is very close to the proposition of the current Mandriva 
distribution. The only difference I see is that Mandriva proposes the 
KDE Control Center and the Mandriva Control Center.
This to say  that it is  a good project for KDE to provide a powerful 
framework to create Control Center for system setting.
But there is may be no need to give strict Control Center because all 
the distribution have to put inside how to modify their own specificities.
