IMHO, the staff needed to develop each app should be distributed into TEN 
teams:

* DEVELOPERS
* DOCUMENTATION
* L10N
* ACCESSIBILITY
* USABILITY
* PROMOTION: press releases, events, success case, marketing...
* WEBMASTERS
* BETA-TESTERS
* PACKAGERS: currently we have Solaris and KDE (AFAIK).
* ARTISTS: logos, web templates, icons...

Obviously a single programer could cover more than one task and an usability 
team member could be also a member of the webteam.

What's the point into joining Art, Usab, Access and l10n?
