I believe this kind of activity will be especially important when we
have the new guidelines for KDE 4.0. But I would call this a "HIG
Conformance Report", not "Usability Report".

Either here, to get feedback (just as you are doing) and then to the
application list + bug report or directly to the application list + bug
report. But if it is a proper usability report, such as task analisys,
usability testing, etc..., then to the kde-usability list. If you find
issues with the guidelines, then to the usability lists too.

Great report, BTW. Please note that guidelines are not set in stone,
there is some flexibility in implementation (when a good reason is
provided), especially because these guidelines are still not very up to
date.
