There's no "official" group of people to work on that. However, some people 
work more than others in these areas of KDE. I think Stephen Kulow 
(coolo at kde.org) is probably somewhere near the top.

But I am talking about some specifics of the KDE build system, the 
configuration of each module (configure.in, for instante) is "maintained" by 
people working on that particular module.

I am not aware of any group dedicated to autotools, but google should be able 
to find it for you.  There are many tutorials on autoconf, automake and co. 
on the web, although I've learned that the Info files plus some studying of 
other projects' files have been of great help to me. Anyways, here's one such

For specifics of the KDE build system, I am not aware of any documentation 
around.
