A very useful rule of engineering is "make decisions on a conservative basis".  
Don't let that conservatism stop you from doing anything though! Think about 
the risks - what is the probability I got it wrong, and what is the 
consequences if I did?

In terms of a bug, you probably want to be very conservative closing bugs on 
critical infrastructure (bad consequences) and on things you aren't familiar 
with (high probabilty of screwing it up).

Work within your own (self assessed) level of competence.
