The KDE programming howto

Hi,

Marc wrote a howto to guide beginner programmers to write KDE software. I 
added a policy section, added the independent Qt tutorial, did a crude 
spelling check, divided it in steps, and converted it to kde.org php/xhtml 
format.

I am not a programmer, so I can't judge how useful it is. However, I think it
