You understand it well, it is a place to scream for help, but also to ask
for support helping KDE :)

A good idea is to set up a page like the KDE PIM page, so people know
what where they can fit:

I am sure this page would be easy to set up. And it allows people to
quickly find tasks, report for duty and uptate the status of their tasks.
