to answer your questions...
no, I can't create a priint queue
no, I'm not printing a test page
I'm trying to install a ppd file for an hp series 3300 desk jet downloaded from linuxprinting.org  for use in CUPS.
I've also tried to configure the printer while using the KDE print wizard, to no avail
