I don't know about anything being fixed in 4.6.3. It isn't fixed here at 4.8.
In my case, I use multiple printers in different places and need to remember
the settings for each. The vast majority can do duplex. Okular defaults to
single-sided though its properties list for the printer claims duplex, I think,
but the options say otherwise.
So there go some trees.
It defaults to colour though all the printers I use are either B&W or being
used to print B&W. The print dialog is the same for every printer regardless of
the printer's capabilities. There goes some time and energy.
It gets worse. Some more trees are about to go.
Okular defaults for every job for every printer to US letter paper. None of the
printers I have ever used with this machine have this size of paper. None of
the printers I am at all likely to use with it in the foreseeable future will
have this size of paper. Most of the printers in the world don't have this size
of paper. In most places, including this one, it is virtually impossible to
obtain this size of paper even if, for some reason, you wish to do so.
CUPS is the right way to do it. Why even include the print settings in system
settings? It has zero effect although it sometimes crashes.
