I think all web-contents should be tagged with a copyright header and
indication of license. The cvs checkin scripts can check that in the same way
as they check for license headers in source code files.
Something like <?php copyright("Waldo Bastian", "GPL"); ?>
You will need to make a list of licenses suitable for web-contents, GPL is
probably not a very good choice.
