Voting rights - the GNOME way

I have subscribed to several GNOME-related file lists some time ago (about 
month or two), in particuylar - Nautilus, sodipodi and librsvg2 mailing 
lists.
At list those lists are rather peaceful, and I don't see huge ego or arrogance 
exposed on those lists. Situation can be different on GTK-devel or 
GNOME-devel mailing lists, though.

I am also not sure how voting in GNOME foundation works.
Have we seen any outcome from that foundation?
I have problems to see any practical aspects of GNOME foundation.
But I am not involved in GNOME developement, so may be I really missed 
something.

On th eother hand, it seem KDE community lacks possibility to influence Qt 
development.
Yes, there are cases when key KDE developers can supply huge pieces of code to 
TrollTech, or patch existing code heavily (like David Faure did with QRT 
during his work on KWord)
But I am speaking about more extended  influence, like: new features for Qt, 
etc.
Do you think that it would be possible to define some policy for this, too?
Otherwise, I am afraid, we would lose some flexibility GTK2 guys have.

In particular, I am interested in rendering aspects of Qt:  SVG support, 
Qpainter vs. VPainter (as we discussed it already off-list), etc.
