Yes and No, IMO.
While I don't like Crystal, I think it's good idea to include it into KDE.
I am not so confident about making it default, though.
Crystal *would*attract  some new users, and some of them can become 
developers. That's a Good Thing. We could miss those users without including 
Crystal into KDE.
On the other hand, building up icon them is a *huge* work.
For example, I have for my NlueSphere SVG icon theme about 200 icons, this 
means ... about 600 icons to go, if we want to get this theme completed.
Besides, I have consulted with many people about rendering of SVG icons at 
small sizes, and it seems we have no choice but to re-design small icons 
sizes from scratch, or using simplified elements form Big-sized icons [1].
This effectively doubles number of required icons to ... 1600.
I dount you can request from someone to create 1600 icons on his own :-)
Or we should just forget about 16x16 and (may be) 22x22 icons, as there are no 
such issues with 32x32 and bigger icon sizes.
[1] that's what I already did for KMail icons
