Requirements for KDE inclusion of apps, themes and translations

We have mimimum requirements for translations
(http://i18n.kde.org/stats/gui/HEAD/essential.php) and style guides for KDE
applications.

I noticed that Crystal is lacking a huge amount of icons, causing a
completely inconsistant default KDE look for a lot of applications
(http://bugs.kde.org/show_bug.cgi?id=51048). Should we also have a minimum
completion requirement for icon themes?
