D29094: [KJotsEdit] Fix links handling in editing mode

  Substantially improve link handling:
  
  1. Add "Manage Link" action to popup menu (probably better to retitle it, as it currently says just "Link")
  2. Added a ToolTip when hovering over a link, whose contents depends whether it's internal or external link
