D6297: Kontact - improve discoverability and usabllity of the F9 Hide Sidebar feature

REVISION SUMMARY
  When users press F9 (sometimes by mistake) they don't know how to get the iconside bar to show up.
  
  This patch adds a configuration for hiding/showing the iconsidebar, as well as a new context menu for hiding the iconsidebar.

TEST PLAN
  try it out.
