D5652: don't CreateItem when the item is known to be already in the DB. Use ModifyItem instead.

  Have you tried running tests (at least from autotests/lib) ? This is a very sensitive thing so I want to be sure it does not break sync. The tests are slightly unstable so you might get a few failures, but re-running the failed tests separately, they should pass.
