[Kde-pim] Moving Kleopatra into her own Repository

Hi,

Since rev. 99782608 Kleopatra can be built standalone from the Kleopatra 
subdirectory. I'm using this in Gpg4win (where I only include a tarball of the 
Kleopatra subdirectory) and afaik Andreas Sturmlechner is using this in Arch 
for a Kleopatra standalone package.

Now for GNU/Linux distributions this is a bit problematic [1] as you then have 
two packages from the same tarball and basically need to disable Kleo in the 
Kdepim package.

While I missed the big Kdepim split with this I think we should still do it. 
Kleopatra makes sense to have as a standalone Package for File Encryption / 
Certificate Management. It should be a runtime dependency of KMail.

I'm not sure how to go forward with this. Is it currently a decent time to do 
this or will Release Team hit us with a big stick?

I also don't know what needs to be done for this?
I think:
1. Sysadmin ticket about the move / new repo. (Or is there someone I could 
poke directly?) 
2. Updating kde-build-metadata
3. Notifying packages / release-team

Did I miss something? How is l10n moved in this case?
