I think it's a good idea to split Kleopatra to its own repo. Especially if it 
will make your life with regard to Gpg4Win easier.

I think there's still plenty of time before 16.04 release, so it's fine to 
move it now.

Just request a new repo, ideally in kde/pim, then use git filter-branch to get 
all the Kleopatra git history and push it to the new repo (I can help with 
that, I did the same thing for Akonadi recently).

  4. Ask sysadmins to create a new build on CI
  5. Phabricator project + repo if you want (you can ping einar77 on IRC about 
that)

For the localization just ask the localization team to move kleopatra.po in 
SVN. You can ping tosky on IRC about that.
